China's first domestically built aircraft carrier is being outfitted with equipment and the work is progressing smoothly, Defense Ministry spokesman Wu Qian said on Thursday.

國防部發言人吳謙30日稱，首艘國產航母正在開展舾裝工作，進展順利。

➤針對有媒體猜測(media speculation)，新航母將在今年4月23日——即解放軍海軍成立68周年(the 68th anniversary of the founding of the People's Liberation Army Navy)的日子下水，吳謙回應稱，好消息不會讓大家久等。

➤國防大學教授朱成虎稱，舾裝工作(outfitting)指安裝雷達(install radar)、動力系統和其他關鍵組件，但武器系統(weapon system)等只能等航母下水(the carrier is launched into the water)之後才能安裝。朱成虎稱，航母下水只是第一步。按照目前的進度(by current progress)，新航母在正式交付海軍(be officially handed to the Navy)之前還需要經過一至兩年的測試。但首艘國產航母下水對於我們打造世界級海軍是一個里程碑式的事件(a monumental step toward building a world class navy)。

Only 80% of migrant children who qualify for nine-year compulsory education in China as of 2014 could attend public schools where their parents live, according to a report.

一份報告指出，截至2014年，九年義務教育階段流動兒童在父母現居住地公辦學校就讀的比例僅為80%。

➤28日，21世紀教育研究院發布了國內首本流動兒童藍皮書(Blue Book of Migrant Children)。藍皮書指出，有超過200萬外來務工人員子女(children of migrant workers)未能進入父母現居住城市的公辦國小或國中就讀(enroll in public primary or junior schools in the cities where their parents live)。

➤目前，尚未制定全國統一的有關農民工隨遷子女(children of rural migrant workers who live in cities with their parents)學前教育(preschool education)的管理規範，也未將其納入基本公共服務(basic public services)範疇。截至2014年年底，城市義務教育階段流動兒童(migrant children)在公辦學校就讀比例為79.5%，其餘的流動兒童只能在民辦學校(private school)或者條件簡陋的打工子弟學校(poorly constructed school set up specifically for migrant children)就讀。藍皮書給出的數據顯示，2015年10月，全國流動人口總量達2.47億，作為流動人口子女的流動兒童和留守兒童(left-behind children)這兩個群體總數約1億人。

➤2014年，致力於改善流動兒童生活的非政府組織(nongovernmental organization dedicated to improving the lives of migrant children)"新公民計劃(New Citizen Program)"發布的一份報告顯示，流動兒童的數量增長迅速。2000年，全國18歲以下流動兒童(migrant children under 18 years old nationwide)的數量為1980萬，2010年，該數字增至3580萬。出版該藍皮書的社會科學文獻社社長謝壽光表示，由於正朝建設小康社會的目標邁進(work toward the goal of building a moderately well-off society)，應對流動兒童的生存現狀和教育(living conditions and education)予以更多關注。

China's securities regulator slapped a record high fine of RMB3.47b on a company chairman for stock market manipulation.

➤30日，證監會公布對"多倫股份"操縱案的處罰決定書，依法對鮮言作出"沒一罰五"的頂格處罰，罰金高達34.7億元。據悉，這是證監會開出的"史上最大罰單(record/all-time high fine)"。統計顯示，2016年證監會全年的罰沒金額(fines and confiscations)為42.83億元。相比之下，這張史上最大罰單金額之高，亮明了監管部門對資本市場(capital market)亂象重拳出擊的決心。時任"多倫股份"董事長的鮮言也被終身禁入證券市場(be banned for life from trading on the securities market)。

➤決定書披露，鮮言通過採用集中資金優勢、持股優勢、信息優勢連續買賣(continuous purchase and sale)，在自己實際控制的證券賬戶(securities account)之間交易，虛假申報(report falsely to the stock market regulator)等方式，影響"多倫股份"交易價格和交易量(trading volume)，違法所得共計5.78億元。同時，鮮言也未按規定報告、公告其持股變動信息。

➤根據當事人違法行為(unlawful act)的事實、性質、情節與社會危害程度，證監會決定對鮮言沒收違法所得(confiscate the illegal gains)5.78億元，並處以28.92億元罰款，罰沒款合計34.7億元，對其信息披露(information disclosure)違法行為，給予警告並處以60萬元罰款。

South Korea's disgraced former president Park Geun-hye was arrested and jailed Friday over high-profile corruption allegations that already ended her tumultuous four-year rule and prompted an election to find her successor.

➤首爾中央地方法院3月31日凌晨就朴槿惠受賄、濫權和泄漏政府機密等指控(charges of bribery, abuse of authority, and leaking government secrets)對其簽發了逮捕令(approve an arrest warrant)。這一決定是在接近9小時的庭審(a nearly nine-hour court hearing)後作出的。朴槿惠成為韓國憲政史上第一位被罷免的民選總統(the first democratically elected leader to be thrown out of office)，也是繼盧泰愚、全斗煥后第三位遭拘押的韓國前總統(the third former president to be jailed)。

The FIFA Council on Thursday agreed on a proposed slot allocation for the World Cup 2026, which will witness 48 teams in the finals.

➤自今年1月國際足聯通過世界盃重大改革計劃(a grand plan to revolutionize the World Cup)，將參賽球隊從32支擴大為48支(increase the number of teams from 32 to 48)之後，各大洲的參賽席位數量就備受關注。根據國際足聯理事會30日公布的2026年世界盃參賽席位在六個大洲足協(six confederation)之間的分配方案，參加決賽階段比賽(finals)的48個名額中的46個的分配已確定。46個直接晉級席位(direct berth)的分配為：歐洲16個，非洲9個，亞洲8個，中北美6個，南美6個，大洋洲1個。剩餘的2個席位將以6支球隊參加的附加賽來決出(the last two berths will be decided through a play-off tournament involving six teams)。

US space firm SpaceX made history on Thursday as it launched a recycled rocket back into space for the first time and then landed its first stage on a droneship in the Atlantic Ocean.

➤30日下午6時27分，SpaceX公司使用回收火箭(recycled rocket)獵鷹9號(Falcon 9)在肯尼迪航天中心將盧森堡衛星運營商(satellite operator)SES公司的一顆通信衛星(communication satellite)送入地球同步軌道(geosynchronous orbit)。約10分鐘后，該火箭第一級降落在大西洋中一艘名為"我當然還愛你"的無人船(droneship named "Of Course I Still Love You")上。

➤這是國際航天史上第一次成功實現軌道類火箭的再度發射(reflight of an orbital class rocket)。這枚獵鷹9號火箭是SpaceX成功在海上回收的首枚火箭。2016年4月8日，它將一艘為國際空間(International Space Station, ISS)提供補給的"龍"貨運飛船(cargo spaceship)送上太空后，安然在"我當然還愛你"無人船上降落。

➤SpaceX表示，完全可重複使用的火箭(fully reusable rocket)和可快速重複使用的火箭(rapidly reusable rocket)都是打開商業太空飛行(commercial space flight)市場大門的鑰匙。通過火箭的回收再利用，該公司計劃將發射成本(launch cost)降低約30%。傳統火箭都是一次性使用(expendable, for single use)，在發射后燃燒殆盡或墜落海中(burn up or crash into the ocean after liftoff)。
