浙商保險的11億僑興債保險索賠最後都誰來兜底？

僑興債對浙商保險股東的影響？

凈資產半年減少5.7億元

沸沸揚揚的僑興債風波已過去大半年，浙商保險成兜底人，無奈含淚先行賠付。據悉，2016年年底的第一二期預賠付約3億元，今年1月份的第三至第七期的預賠付約8億元，合計達到了11億元。

而對股東的影響？最直觀的莫過於凈資產了。2016年三季度末，浙商保險的凈資產有12.8億元；而2017年一季度末，凈資產縮減至7.1億元。

「僑興債」驚天一炸，股東凈虧5.7億！

含淚增資15億

股權結構不變

近日，浙商保險舉行2017年第二次臨時股東大會，同意對公司進行增資擴股，註冊資本金從15億元增加到30億元，增資金額15億元。

而本次增資的方式，是向原股東發行股份的方式實施，增資后股權結構不變，各股東增資額從3.825億元到4500萬不等。

增資的原因，可能是償付能力以及現金流壓力。據悉，浙商保險一季度末核心償付能力充足率降至98%，而2016年三季度末的核心償付能力充足率為198%。

保監大大已出徵求意見稿

信保業務監管規定已在路上

受此事件警醒，監管部門預規範信用保證保險業務，6月19日，保監會發布《信用保證保險業務監管暫行辦法（徵求意見稿）》。

經營信保業務的保險公司，上一季度核心償付能力充足率應當不低於75%，且綜合償付能力充足率不低於150%。

而總自留責任餘額不得超過上一季度末凈資產的10倍；單筆自留責任餘額不得超過上一季度末凈資產的5%，且不得超過5億元。

且不得為主體信用評級AA及以下的債券發行業務提供信保業務。

不過經歷過僑興債事件，大多數保險公司已經對此類業務避而遠之了，這對非車險業務的發展並不利好。
