收費公路債券

China will issue local toll road bonds this year to standardize local government's financing for toll roads, according to an official statement released by the Ministry of Finance and Ministry of Transport on Wednesday.

根據財政部、交通運輸部12日發布的一份官方文件，今年將發行地方收費公路債券，以規範地方政府的收費公路融資行為。

➤根據財政部、交通運輸部印發的《地方政府收費公路專項債券管理辦法(試行)》，地方政府收費公路(toll road, tollway)專項債券是地方政府專項債券的一個品種，是指地方政府為發展政府收費公路舉借，以項目對應並納入政府性基金預算管理的車輛通行費收入、專項收入償還的專項債券(special-purpose bond)。

➤過去地方發展收費公路主要有兩種模式，一種是由社會投資者運用BOT(build-operate-transfer，建設-經營-轉讓)等經營性模式建設，另一種是由縣級以上交通運輸部門採用"貸款修路、收費還貸(borrow loans from banks for road construction and pay back the loans with toll collections)"模式建設。

➤隨著地方原有各類交通融資平台的政府融資功能被取消，發行地方政府債券(local government bond)成為地方政府實施債務融資新建公路的唯一渠道(the only debt-financing channel for new road construction)。政府收費公路(government-operated toll road)"貸款修路、收費還貸"模式需要相應調整，改為政府發行專項債券方式籌措建設資金。

➤此次發布的試行辦法明確，收費公路專項債券資金專項用於政府收費公路項目建設，優先用於國家高速公路項目建設，重點支持"一帶一路"(Belt and Road Initiative)、京津冀協同發展(coordinated development of Beijing-Tianjin-Hebei region)、長江經濟帶(Yangtze River Economic Belt)三大戰略規劃的政府收費公路項目建設。

A national nutrition plan was released by the State Council, setting a target to make substantial improvements by 2030 in reducing student obesity, anemia, and stunted development afflicting children younger than 5, as well as raising residents' nutritional awareness.

國務院日前印發《國民營養計劃》。計劃提出以下目標：到2030年，在減少學生肥胖、貧血、5歲以下兒童生長遲緩以及提高居民營養意識方面取得明顯改善。

➤為提高國民營養健康水平，國務院辦公廳制定並公布了《國民營養計劃(2017—2030年)》(National Nutrition Plan (2017-30))。《計劃》提出，到2030年，營養法規標準體系更加健全，營養工作體系更加完善，在降低人群貧血率(prevalence of anemia)、5歲以下兒童生長遲緩率(prevalence of stunted development afflicting children younger than 5)、控制學生超重肥胖率(prevalence of overweight and obesity among students)、提高居民營養健康知識知曉率等具體指標方面，取得明顯進步和改善。

➤《計劃》部署了七項實施策略保障工作目標實現。一是完善營養法規政策標準體系，推動營養立法(nutrition legislation)和政策研究，提高標準制定和修訂能力。二是加強營養能力建設，包括提升營養科研能力(scientific research capability)和注重營養人才培養。三是強化營養和食品安全(food safety)監測與評估，定期開展人群營養狀況監測，強化碘營養監測與碘缺乏病(iodine deficiency disorders)防治。

➤四是發展食物營養健康產業，加快營養化轉型。五是大力發展傳統食養(preserve health with diet)服務，充分發揮傳統食養在現代營養學中的作用，引導養成符合不同地區飲食特點的食養習慣。六是加強營養健康基礎數據共享(data sharing)利用，開展信息惠民服務。七是普及營養健康知識(nutrition and health knowledge)，推動營養健康科普宣教活動常態化。

Thirty provincial regions in China have extended maternity leave since the introduction of the universal two-child policy on Jan 1, 2016.

自2016年1月1日全面二孩政策落地以來，30個省級地區延長了產假。

➤自全面二孩政策(universal two-child policy)施行以來，全國30個省(區、市)已經延長了職工的產假(maternity leave)。其中，西藏給予女職工一年的帶薪產假(paid maternity leave)，產假時間是各省(區、市)中最長的。

➤據國家衛計委此前消息，符合全面兩孩政策人群中，35歲以上女性佔了2/3。有專家認為，大齡孕產婦(older pregnant women)懷孕和生產期間健康風險(health risk)增大，產後身體恢復的功能也在弱化，延長產假有利於母嬰健康(be good for the health of both mother and child)。

➤《女職工勞動保護特別規定》提出，女職工生育(give birth)享受98天產假。根據修改後的《人口與計劃生育法》(Law on Population and Family Planning)，符合法律、法規規定生育子女的夫妻，可以獲得延長生育假的獎勵或者其他福利待遇。因此各省份在修訂計生條例時，將產假的計算方式調整為"國家規定假期98天+生育獎勵假(additional leave)"。目前，各省份的生育獎勵假為30天至3個月不等。

➤在配偶陪產假(paternity leave)方面，各地新生兒父親享有的假期時間從一周到一個月不等(leave for new fathers ranges from one week to a month in different regions)。具體來看，配偶陪產假時間最長的是西藏、甘肅和雲南，長達30天；最短的是天津和山東，當地計生條例規定男方所在單位給予7日護理假。

➤無人超市是有望推動零售業發展的一次革新(an innovation that is expected to promote the development of the retail industry)。它將線上服務與線下服務的優勢相結合(combine the advantages of online and offline service)，創造了零售業的新模式(create a new model for the retail industry)，旨在為人們提供更方便高效的購物體驗(offer people a more convenient and efficient shopping experience)。
